Licences: Farm Animal Breeding Permits
In accordance with the Order No. 282 of the Minister of Agriculture of the Republic of Lithuania dated October 3, 2000 On the Approval of Rules for the Issuance, Suspension, Revocation of Suspension, and Revocation of Licenses to Provide Livestock Breeding Services the Agricultural Agency under the Ministry of Agriculture (hereinafter referred to as the Agency) issues 6 different types of farm animal breeding permits:
- Permit to provide farm animal insemination services;
- Permit to provide farm animal semen, embryos, ova collection, semen storage and supply to the market, embryo production, ova transfer, embryos, ova storage, and farm animal breeding services;
- Permit to provide dairy animal productivity research services;
- Permit to provide meat animal productivity research services;
- Permit to provide farm animal exterior evaluation services;
- Permission to provide horse performance testing services.
A fixed fee is paid for issuing a permit, approved by the Government of the Republic of Lithuania of 15 December 2000 Resolution No. 1458 On the Approval of the List of Specific Amounts of the State Fee and the Rules for the Payment and Refund of the State Fee.

Persons intending to provide farm animal insemination services shall submit a Declaration of Intent to Provide Farm Animal Insemination Services, the form of which was approved by Order No. 282 of the Minister of Agriculture of the Republic of Lithuania dated October 3, 2000 On the Approval of Rules for the Issuance, Suspension, Revocation of Suspension, and Revocation of Licenses to Provide Livestock Breeding Services, while persons intending to provide services for the collection of farm animal semen, embryos, ova, storage of semen and supply to the market, embryo production, ova transplantation, embryos, ova storage, breeding of farm animals, dairy animal productivity testing services, meat animal productivity testing services, farm animal exterior assessment services and horse performance testing services shall submit a free-form application to the Agency by post, electronically, electronically via the contact centre or directly by contacting the Agency.
The permit holder – a natural person, or employees, when the permit holder – a legal entity, must attend at least 8 hours of advanced training courses during each of the next three years from the date of receipt of the permit.
It should be noted that licenses are indefinite, i.e. valid until their validity is suspended or revoked by a separate decision. The licensee is informed in writing about the decision to suspend or revoke the validity of the license, and the information is also published on the website of the License Information System (License Information System).
